Is there more cloud formation than normal?

Going by recent weather upheavals on the news lately, is there more cloud cover than normal?  I'm thinking especially of the two belts where the Middle East, much of Nth Africa, Arabian peninsula and India lie and much of the USA and Mexico.  Torrential rain has been almost incredible.

It would seem so, however such weather patterns might be usual for these parts of the world and they're simply reported more often due to high-tech.  India for instance often has monsoons.
